Socket: Socket Error , buffer space

The following error:
Connecting To x.x.x.x…Could not open connection to the host, on port 53. An operation on a socket could not be performed because the system
lacked sufficient buffer space or because a queue was full.
This is a memory issue , there is a program running that is using too much ram or virtual memory.
check the memory usage under the task manager.
- An error has occurred, which probably means the feed is down. Try again later.
